Representative John O. Marsh, jr. has introduced in Congress a bill providing for a voluntary private health insurance plan to assist elderly citizens unable to meet fully their medical costs. „ . The proposed legislation, representing an extension of the Kerr-Mills Act, already in effect in Virginia, would pro vide for federal payments to the states to assist in defray ing the costs of state-administered medical benefit plans for persons over 65 who are unable to meet fully their own medical costs but, on the other hand, are not welfare cases.
