the 7th District Congressman explained. He said the chief difference between his bill and others which have been introduced to provide medicare through existing private insurance plans was that his proposal would require that the benefits not be administered through local welfare offices.

“Althougflf all of the states now have placed in effect programs under the Kerr-Mills Act, whereby the federal gov ernment agrees to contribute to the cost of medical benefit plans set up by the states, many elderly citizens who could ne neipea oy these state programs have not taken advantage of them because of the strong disinclination to ‘go to welfare’, even though the law makes plliin that the Kerr-Mills benefits are not intended for citizens drawing welfare benefits,' Marsh said. He pointed out that provisions were made in earlier laws to defray the medical expenses of welfare clients, and the Kerr-Mills Act specifically excluded welfare beneficiaries from its provisions,
