Today in discussing the "medical insurance” program we want to address our remarks to people who are 65 or over but have never filed for social security benefits. This is the part of medicare you get only if you apply for it. If you decide to enroll, you will pay a $3 premium a month, with the Government paying an equal sum, beginning in July 1966. First, we will consider those who have been covered under social security but have never applied because they have been working full-time.
