Likely we don’t have sites for constructing larger water holding structures which was the policy and plan 5-10 years ago, however this policy I understand has changed. Those concerned with flood control today are thinking more effective control can be had with a series of smaller structures located on the feeder streams and branches of our so called rivers. Agriculturally our bottomland soils certainly are not generally our most productive. Furthermore such efforts have, as one of their primary purposes, benefiting agriculture rather than hindering it.
