session solely on the basis of need, in order to permit a prompt beginning on the Highway Department’s 196^-75 improvement program. Early in this program, the emphasis will be on completing the 1,738-mile arterial network by 1975, but extra funds are also designated for secondary and urban projects. Some revenue from older sources which isn’t distributed by formula includes the bridge fund of $100,000 for each of the eight highway construction districts, $137,766 in federal and State funds for planning, and $750,000 for secondary access roads to recreational areas. The 1966-67 allocations for interstate and primary work will include an identical sum for recreational access roads, thus Implementing a program established by the 1966 General Assembly as a result of the recommendations of the Virginia Outdoor Recreation Study Commission. Also to be available in the coming year -- but not included in normal secondary road allocations — is $1,500, 000 for access roads to new or expanded industries. The State’s secondary system includes all counties except Arlington and Henrico, which maintain their own secondary roads and receive shares of State revenues under different formulas.
