The Tax Foundation finds that education has become the most costly function of statelocal government, accounting for one-half of their personal service outlays. The growing emphasis on education and the increase in the number of children call for more and more teachers. It is noted that the number of teachers doubled in the first 50 years of this century, going from 430,000 in 1000 to 913,000 in 1950. Since then, in only 17 years, the number has doubled again, bringing the number of teachers to 1,800,000.
