The Congress recognized that under the old law, the scoial security protection of a worker might be Impaired during a period when he is in military service, because of the relatively low earnings covered under social security. This new provision seeks to take into account the value of payment in kind — such fringe benefits as food, housing, and clothing, and medical services which are in effect part of the serviceman’s earnings.
