Section Three: The following persons are hereby appointed as members of the first Hoard of the Authority and the term of office of each member shall be, respectively, as follows:

Any vacancy in the members of the Authority other than by expiration of such member’s term of office shall be filled by an appointment of a member to fill such vacancy for the unexpired term only.
I he term of office of said members shall begin on the date of the certificate of incorporation issued by the State Corporation Commission.
