Just how much is Rappafiart nock County paying for each dollar it receives from Washington in the form of grantsin-aid?
Does the price it pays for these grants, through matching funds and taxes collected from local residents, make them desirable or undesirable financially? A state-by-state analysis of the grants-in-aid programs, made by the Tax Foundation, a non-profit organization concerned with public taxation and spending, throws some light on the subject. It shows that in some localF ties the cost of the assistance exceeds the value of the aid received. In others, the reverse is true. According to a breakdown of the state figures, which are based upon Treasury Department reports, the cost of Fed eral aid in Rappahannock Coun ty was approximately $202,000 in the past fiscal year as against an estimated $208,000 that was received in grants. It was equivalent to $1 in government aid for every 97 cents of cost. The ratio was similar for the State of Virginia as a whole. Its payments to Washington, allocated to the Federal aid programs, amounted to $290, 700,000 in the year, the Tax Foundation reports. What came back, in grants to the state and its subunits, totaled $299,500,000.
