Of the 50 states, 31 received more money through the grants-in-aid than they contributed in that direction. Of the remaining states, 1 broke even and 18 got back less than they contributed. In explanation, it is pointed out that the allotment of grants to some areas is different than to other areas because of differences in their requirements. There is no attempt to make awards on a dollar for dollar basis. Nationally, the aid programs have been expanding rapidly. They are expected to involve $20 billion in the next fiscal year a§ compared with $15 billion last year.

Scrabble Elementary School was entered by vandals Tuesday night or early Wednesday morning, but nothing was taken as far as a quick check disclosed. Entrance was gained through a back window accord ing to Deputy Sheriff John Walker Jenkins.
