‘‘I am authorizing the Agricultural Stabilization and Conservation (ASC) Committees to adapt the program further to the needs of low-income farmers,” Secretary Freeman said.
“With wide latitude for judgment, j they may set the public share of the cost of selected conservation practices at higher than normal rates, approve drainage practices for cultivated crops as well as for hay and pasture land, and provide cost-share assistance for conservation measures necessary to an adequate home garden.” Cost-share rates normally average about 50 percent.
According to H. S. Barksdale, Chairman, Agricultural Stabilization and Conservation County Committee, cost=sharing home garden conservation will be limited to gardens of not less than one-fourth of an acre and not more than 2 acres. The aid will include a share of the cost of lime, fertilizer, major tillage, protective fencing, and pipe to provide water.
