As the Rappahannock County Board of Supervisors opened its December meeting, the minutes of the last meeting were read and addition noted by Mrs. Betty Coates. The minutes were amended to include that taxpayers should be notified by mail the amount of their new assessment following the reassessing this year, then they were approved.
Firm in her convictions, Mrs. Coates, who is Supervisor from Piedmont District, waged a running battle for the acquisition of a Board of Equalization, following the revelations of the local Assessment Board. Enough inequities some which she cited, had been brought to her attention to make her feel the necessity of such a move and she was backed by a few of her constituents who were present for the meeting Friday.
Following the reassessment of property, which occurs every six years, according to state statutes, by a state employed assessor, the information is handed a local Assessment Board for approval or re-working. The final analysis may be viewed by landowners on stipulated days. This year, they were invited to review an assessment which they had not yet viewed since the new assessment had not been mailed as originally planned.
With a recorded vote on Mrs. Coates’ motion for an Equalization Board it was defeated with a rate of: 1 - for; 4
against and 1 - abstaining. Passed, however, was a request to the Circuit Court Judge to extend the tenure of the present Assessment Board for a three-month period to iron out inequities and give the landowners more time for comparisons. The Board consists of H. S. Barksdale, T. V. Williams and Aylette Buckner, jr.
