The 7th District Congressman offered his statement at a hearing on legislation supported by Virginia and other states lding membership on the CommlssionMaryland, West Virginia and Pennsylvania.
“The subscribing states came some years ago to the view that the Commission could serve effectively only if permitted to provide research services beyond the limited area of pollution laid out in its original mission assignment-- to study, for example, problems of flood control, land-use, water-related recreation and other aspects affecting orderly management of a major water resource,” Marsh said.
Marvin M. Sutherland, director of the Virginia Department of Conservation and Economic Development, is the present chairman of the Interstate Commission on the Potomac River Basin.
