The “dropout” presents a particular problem for our multi-faceted society which is becoming more technical and mechanized with each passing year. According to legislation passed by the 1968 Virginia General Assembly, a child must attend public schools until he reaches seventeen years of age. Yet many children, even if forced to remain in a classroom until a certain age, become “mental dropouts” many years before they remove their bodies from the school.
According to Rosemary Wilson, supervisor of English for the Public Schools in Washington, D. C., “The potential dropout enters kindergarten in a state of verbal impoverishment. He has not learned to listen and he often cannot verbalize his thoughts to the teacher. This lack of communication in turn affects his reading achievement.”
