Juiy a, 1971 was the last of Rappahannock County’s Title I S“™mer Program. Eighty-nine children who would enter First Grade in Rappahannock County Elementary School in August had attended the 19-day session that was funded by the Elementary and Secondary Education Act. Another 14 students completed a corrective reading program that also lasted 19 days and was also funded by Title I. The major program of the . summer had 3 major objectives. The first and primary objective was to identify the strengths and weaknesses of all participating students and particularly for those children who had had limited educational, cultural, and emotional experiences. In addition to the usual standardized instruments, many activities were provided to enable the staff to make subjective appraisals of the students’ abilities and needs. Once the needs of the children are comprehensively assessed, then a suitable program of instruction can be planned for them. The second aim of the program was one of orientation. The
