Luke also announced that he would try to form a Sperryville Citizen’s Association by November, noting that Health Officer Dr. R. S. LeGarde had “riled up” citizens with a letter that warned that Sperryville businesses might be closed by January of 1974.
“LeGarde’s letter was written rather brisk,” said Luke. “I want him to say the same thing but tone it down. A lot of people have panicked. ”□
