One problem is that the legislature does not have a large enough staff in its drafting bureau for assistance in drafting and all of the proofreading and other work that must be done in the preparation of bills. Because of these inadequacies, it sometimes takes several weeks for a bill to be prepared and returned to the delegate or senator.
