wnat especially commenas me uiarKe uouniy planning exercise to local attention is the stated purpose of maintaining the county’s “rural character.” The plan would place some 90 per cent of the county in what is called an “open-space conservation” zone. Residential development is properly designated for existing towns and villages. Regulations are included to prevent “premature” development—that is, development where roads and utilities are not available or not immediately contemplated, or where schools are overloaded.
The burden of proof is placed with the developer, to show a “demand” and a “need,” and to prove that his proposal would not “harm the environment” by creating undue water pollution, exceed watershed capacity, be placed on unsuitable soil types or excessive slopes, etc.
THE DEATIL IS FAR greater than there is room here to describe, the point being that in a “comprehensive plan” as little room be left for loopholes as possible.
Fauquier is another nearby county which has a _ Master Plan, but for many reasons, the Clarke effort may be closer to what Rappahannock might find compatible. Surely no one would want a plan here which projects as astronomical “growth” figures as does the Fauquier Plan.D
