According to Noce, the defense of the city attorney was that “public policy dictates” that teachers are to protect kids from physical injury. They weren’t answerable for reading but for babysitting.”
Noce gave the term coined by the educational-sociological complex: “They call it the ‘social utility’ of education.”
“I believe this time we’re going through is a period of distress for all people,” Noce said, and he described a spiraling trend of inflation. “But it’s especially hard on the people who try to make it on their own.”
General Noce talked about a young man who works on his farm. “After he works for me all day, he goes over to the foundry in Culpeper and works until 3o’clock in the morning. I usually let him come in an hour late in the morning because I understand what he’s going through.”
