“The General Assembly reaffirmed their support of the kindergarten program. So the idea was to submit by July of 1974 a plan indicating when it would start and the costs,” Norton said. He noted that the program has to start by September 1976, again General Assembly orders.
“So the Board and myself were in a quandary. We did not like the word ‘accepted’ which was on the cover form, so we replaced it with approved, to reflect the language of the motion,” Norton said.
The Superintendent said that what the Rappahannock school board submitted to the State Board of Education was a “plan stating our intention,” not the program itself. “It doesn’t mean you have to do it that way.”
“I agree that a plan is not the program,” Pete Luke said. “But it can get approval at higher echelons and become the program.”
Luke said he’d been asked about the prospects of a referendum on the kindergarten. I’ve had the clerk look up the law. And it looks like when the General Assembly passed that book ( the 1974 revised code of Virginia) it passed it with those things, including the kindergarten.’^
