“If it was compulsory, I could see more merit to it,” George Davis said. “But the ones who don’t get parental consent to attend it are probably the ones it would help the most.”
SUPERINTENDENT O. A. Norton said that about 75% of children eligible for the kindergarten are expected to apply.
“I can see why they didn’t make it compulsory,” Pete Luke said. “Interferring with private enterprise. There are a couple of private kindergartens in this county.”
“I don’t think we’re really prepared to pass judgement on the merits of compulsory or otherwise,” George Davis said. “But I don’t think they can force us to build and maintain empty schools for the pleasure and discretion of a few.”
