OWNERS were also asked if they were aware of Virginia “land use relief tax” which allows preferential property tax treatment to land in agriculture and selected open space uses. Only one third of the residents and one fourth of the non-residents admitted knowledge of the tax Jaw. As in the case of the zoning ordinances, farmers seemed the best informed. As land owners, farmers would probably have more to gain under the preferential tax treatment and are more likely to have obtained that information.
A higher proportion of professional-managerial and craftsman occupations, who are aware of the law, favor the preferential treatment than do farmer owners. Similarly, the proportion of non-resident landowners favoring the law for preferential treatment of agricultural land was greater than for resident owners.
Public measures such as zoning and preferential taxation that are intended to influence land use are most effective when widely understood and supported by land owners. The direct regulatory force of such public laws is only a part— perhaps less important part—of their effectiveness. The existence of land use laws also provides a guide for individual decision. Most land use decisions are individual decisions. The combined effect of these decisions will determine the future of the county. Therefore, if the community does have a plan or objective concerning land use, it is important that it be widely known and approved. □
