ECONOMIC conditions were "much improved" in Virginia in April as 14 of the 18 indicators used to measure the state's economv showed improvement over March, according to J. Gordon Clifford, editor of the Virginia Employment Commission's Economic Indicators magazine. In March, six indicators rose, 11 declined and one was unchanged.
