Conservationist to serve county Neal Upshur was recently hired as a Soil Conservationist with the Soil Conservation Service. He is presently assigned to the field office in Culpeper. This particular office serves both Culpeper and Rappahannock Counties of the Culpeper Soil and Water Conservation District. Born and reared in the Richmond area, Neal has spent much of his life living in several different areas around the state and in the service. After spending two years in the U.S. Navy, he attended Virginia Polytechnic Institute and State University and received a Bachelor of Science degree in Forestry and Wildlife Management. Upon graduating he worked in industry and later taught school, working for the Eastern Shore Soil and Water Conservation District in the summer. Neal, his wife Elizabeth, and their two children, Conway and Elizabeth, are presently making their home in Madison County near Pratts.□
