Genebach gave the BZA members copies of a letter from Culpeper soil engineer T. -A. Houston who had checked the property on Flach's behalf to see if it was suitable for a septic system.
Houston described the soil as alluvial with “favorable characteristics” for filtering and purifying sewage effluent. He noted that ground water was approximately eight feet below the surface and wrote that he could see "no adverse soil conditions to preclude a drain field.” Houston added that potential flooding must be recognized as more of a health hazard than failure of any drain field on the property.
H. S. Barksdale asked if the health department had checked the site for septic tank suitability.
Genebach replied that local sanitarian Jack Lockhardt wouldn’t do soil drillings since the land was listed as flood plain on county maps and therefore barred from any consideration for installation of septic sewage disposal systems without a variance.
Flach maintained that part of the property—an area 700 to 800 feet from the river that Houston had designated as the best drainfield site—lay
