Both the planners and Capelle repeatedly emphasized at Wednesday's meeting that the maps and data included in the document cover "study areas" for the six settlements, not village boundaries.
According to Capelle. the areas were drawn to include the majority of built up land in the vicinity of the settlements as well as major highway intersections. In addition, growth trends were also taken into account in delineating the study areas.
"We tried to keep the study area for each village about the same size," Capelle added.
