Harper also reported on CenTel’s "service observe” programs for February and May of 1981 which found “a good grade of service on both local calling and on long distance or direct dialing calls.” As an example, he said that in February, 327 long distance direct dialing calls were observed “with only one failure which was a circuit busy.” In May, 325 calls were observed with only one failure, again a circuit busy. "Both months had a completion rate of 99.7 percent which is excellent," the service manager stated.
As to capital improvements for this area, Harper noted that CenTel is planning to replace its toll circuit facility in 1982 and is studying for feasibility the establishment
