The court said the assembly would have until Feb. 1 to develop a House plan that is acceptable to both the court and the U. S. Justice Department, which determines whether redistricting plans dilute minority voting strength.
If the legislature is unable to develop an acceptable plan, the court said it will draw up its own plan, which would most likely contain 100 single-member districts.
The assembly will now be called back to Richmond, most likely in the next few weeks, to determine whether to draw a new plan or attempt to override the veto. A two-thirds majority of members voting'in both the House and Senate is needed to override, and it is unclear whether the Democratic majorities in both bodies will unite against the governor.
