renewed interest in the Northern Piedmont and, most importantly, a strong move by the uranium industry at the national level to weaken Federal safeguards on handling and disposal of uranium mill tailings. An act making appropriations for energy and water development, House Resolution 4144, is the vehicle for, in effect, dismantling the Nuclear Regulatory Commission's year-old regulatory program under the Federal Uranium Mill Tailings Radiation Control Act. Language added to that bill by Representative Samuel S. Stratton D-New York says ‘‘...no funds appropriated to the Nuclear Regulatory Commission in this Act may be used to implement or enforce any portion of the Uranium Mill Liscensing Requirements published as final rules...on October 30, 1980.” Reports indicate that no substantial language change is expected when the budget bill finally clears the Senate and House conference committee.
