I guess red tape depends on your point of view. If you are rich and secure as Mr. Sisisky is, why worry about constituents who don’t have much political clout and who are very, very poor? Why worry about ethical problems such as fairness, due process, justice and honor?
These old women will soon solve the problem of pensions by dying anyway, and some would say the sooner the better.
