Congressman - election for a black majority district, that the conservative establishment of the legislature will provide such a district without a fight.
My guess is that when the Assembly gets around to congressional redistricting later in 1991, it will move to protect incumbent Democrats. The new member from the Eighth District, Jim Moran, is undoubtedly already hard at working thinking of ways to keep himself in office. Rep. Moran may suggest that Arlington be taken from Republican Frank Wolf in the Tenth District and transfered to the Eighth.
