L.F. Payne has his eyes on both Charlottesville and Albemarle and the part of Prince William in the Seventh might go to a new Northern Virginia district. Charlottesville was the only locality Rep. Slaughter lost, but his majorities in Albemarle and Prince William were below other parts of the district. Then such staunchly Republican localities as Harrisonburg, Rockingham and Augusta, presently in Democratic Rep. Jim Olin’s Sixth District, might be transferred to the Seventh.

The forecast from this comer is that the General Assembly won’t come up with a black majority district and that the matter will end up for decisions by the Department of Justice and federal courts.
