The year started with a war in the Persian Gulf, and ended with the Bush Administration declaring a war on the recession. But for the 6,600 residents of Rappahannock County, 1991 will be remembered for a variety of less auspicious events that occurred here.
A number of Rappahannock’s sons saw combat in the Persian Gulf during the shortlived war, and by December it hardly seemed less than a year since the battle was fought.
In the first months of the year Superintendent David Gangel, County Administrator John McCarthy and various department heads struggled to cut their budgets to the bare bones, and to a large extent were successful. The 77 cent tax rate this year was no larger than last year’s, despite a dramatic drop in the amount of money the state is sending to counties.
