TTTell, it’s that time of year { VV again, folks. There’ll be ' high-pitched cries from open windows at 3 a.m. in the morning; e-mails may be zipl ping about the county; people will be hurling themselves off the Sperryville bridge. The I cause? The annual review of, I and this is a mouthful, the county’s Secondary Road Improvement Plan and the 1999-2000 Secondary Road Improvement Budget. Some people take the county’s roads seriously and will be alert during the next few months. But ' 99 percent of the county will sleep through these coming i nights feeling, as someone i once phrased it, as secure as if 1 they were in the womb of an unborn lamb.
This year, let’s approach the situation with some knowledge of the planning process. First, there are two categories I of state roads in the county. primary roads and secondary 1 roads (no Interstates are in the . county). The primary roads ; have numbers below 600, such ' as U.S. 211, 522 and Route 231. We are not concerned with them. The others are secondary roads and are numbered 600 and above, or 1000 and above if they are within a subdivision. Examples: Routes
| 621, 1003, 630, 729. Each year ! in the fall, a public hearing is held on improvements to the secondary road system, plus its budget for the coming fiscal year. The process is not some arbitrary and capricious thing. Its legality is found in Section 33.1-70.01 of the Code of Virginia. Actually, the Code provides for two public heari ings'the first for a revision to ; the Six-Year Plan; the second for a review of the list of priorities plus the budget. But it alpo lets both meetings be combined, and the county has taken this option. Thus there will be only one public hearing.
