Gannon gave the commis- sion a copy of an ordinance passed in 1996 by the community of Sanibel, Fla., which bans “formula restaurants,” defined as those operated by a corporation which dictates a standard style of architecture, menu, employee uniforms and other aspects of the operation.
Sanibel, an island of natural beauty which relies on tourism, has successfully prohibited these look-alike eateries, and other communities in the U S. have restricted the numbers allowed.
Gannon urged the commission to study the idea of some such controls before the chain restaurants begin entering the county, when it would be too late to impose such regulation.
Phil Irwin, owner of Caledonia Farm bed and breakfast, brought up the subject of a proposed ordinance regulating lighting of commercial establishments, which the Planning Commission approved last year and passed on to the County Board of Supervisors.
Irwin complained that the lighting ordinance has been “ignored” by the supervisors, who tabled it without a vote. He said that there should be a requirement that the Board of Supervisors vote on a commission-approved ordinance within a certain time limit, such as 120 days.
