In fact, McCarthy said, creation of historic districts often “add to the property value” of buildings within the district.
Chairman Junk noted that he lives in the Sperryville'historic district and it has never placed any restriction on property rights of residents or businesses there.
But McCarthy said that the highly publicized squabbles in the Tbwn of Washington—which has its own Architectural Review Board and town rules that regulate the look of buildings—have fueled public resistance to historic designation. In Sperryville, there is no architectural review board or rules, and none is required by the creation of a designate historic district.
Several citizens at the meeting commented on the future of Rappahannock County’s villages and the need for the Planning Commission to- consider this subject in its current review of the Comprehensive Plan.
