The $8.6 million to keep the rest areas open is a “trivial amount in VDOTs ($3.4 billion) budget,” said Gilbert in an interview.

In his letter to Gov. Kaine, Gilbert stated that both he and Sen. Mark Obenshain (R-26th> “have collected dozens of examples of wasteful and inefficient practices and programs at” VDOT
Gilbert pointed to arbitrarily higher costs for items like snow and ice removal, citing that in Northern Virginia it costs VDOT “five to six times as much for snow removal than in our area.
“There’s no good reason for this other than letting that get out of hand.”
