The Battle Fond available at the present time will help the county bear the added tax burden of the new building, and advantage should be taken, also, of the loans available from the Literary Fund upon which interest is 3%. - i . . . ..—

The fact that the building will be needed worse in future years adds to the belief of some that it is better to build now when money is available and when materia als are no higher. There is also some expression of the opinion that if materials are not obtained immediately, they may not be available later. „ Opinion is stated that a new there would be many advantages to having a separate elementary and secondary school.

It is estimated that 60% of the teachers are local taxpayers, and they know the conditions under which they are working and feel that a new building is necessary and worth the cost. '

THE CONS—

Those against the building of the new secondary school state the following reasons:

That taxes to finance the new building and the increased cost of the operation of a new school aTe too much for the taxpayers to undertake when the population of the county decreased in the last census and the evaluation of real estate went down about $50,000 in the recent re-assessment.

Opinion is stated that an we building would be financed by a ,15-cent levy (for 30 years) for construction, with an (estimated) - additional 10-cent levy for the operation of the school after it is built. This 25-cent levy (15construction, 10-operation) will be above the present $1.80 levy for operation of schools, and 40-cents for the general fund. The total tax for the county would be $2.20 per $100 without the school and $2.45 if it is built.

Those who oppose the building of the new school cannot understand how the school population is increasing when the total population of the county is decreasing. There is a feeling that the building is not as necessary as some
