WHAT IS THE “BATTLE
FUND?
The School Construction Fund, House Bill No. 9fi—is generally referred to as the “Battle Fund”. The General Assembly passed this bill at its 19S0 session making aq appropriation of of $45,000,000.00 available to the localities, $80, 000,000.00 to he available the first year and $15,000,000.00 the second year. Ten per cent of the amount available each year is to be held in a special fund known as the “Equalisation” fund and this fund is to^he allocated to such counties an<f cities which have passed a local levy equal to, or greater than, 70 cents per $100 based on the "true value of locally taxable wealth. (Rappahannock county qualifies under this provision.) The “Equalisation" fundi is to be spent on new construction only. “.; r~'~

FUND" MONEY?
(a) Plan a program of school construction for a four-year period ending June 30, 1954, that is acceptable to the State Board of Education. Such a program was adopted by the School Board at its meeting on December 20, 1950, and has been approved by the State Board. This program calls only for the erection of a County High School.
(b) School Board must plan *n “Acceptable Unit”. This unit shall include proposed classroom area, including administration offices, adequate utility facilities, clinic room, and library and the plans must show that provision has been made for subsequent addition of auxiliary facilities which may include a gymnasium, and audito
