Yes. (a) If a county has already built schools to house its pupil .population and no new build- ' ing is necessary, such funds may .heated forrepair, renovation,and improvement of existing buildings with the approval of the State Board of Education.
(b) If the State Board of Education finds a county has met its school construction needs, “Battle Fund” money may be used to repay indebtedness incurred for the construction of Public School Buildings.
