The present Culpeper-Rappahannock combination would be broken by listing Culpeper with Fauquier as the 28th District. The new Culpeper-Fauquier combination will bring together Delegate D. French Slaughter of Culpeper, and Delegate Tom Frost of Fauquier.
A bare majority of the State Redistricting Commission on Sat* urday recommended a plan for Virginia that would:
(1) Create a new Tenth District of Arlington, Alexandria, Fairfax and Falls Church—all to be taken out of the present Eighth •District.
(2) Rebalance five districts by, reducing the Second and Third and enlarging the First, Fourth and remnant -Eighth.
(8) Hakes no changes in the present Fifth, Sixth, Seventh and Ninth District lines.
Five members of the nine-man commission, which had wrestled for months with the politically unhappy task of preparing rodistricting legislation for the 1952 General Assembly, endorsed the plan.
Four others diasentel sharply, but filed no substitute plan.
The four dissenters held that the majority’s pattern posed too great a “disparity in population” --ranging from 263,854 in the Eighth to 446,200 in the Second. It would Violate State constitutional requirements as construed by the Virginia Supreme Court of Appeals, they said.
All nine members, however, agreed in proposing a new format for General Assembly districts—a plan which generally would give more representation to heavily populated urban areas. The Assembly recommendations would make changes in 19 of the present 36 Senate districts and 32 of the present 79 House districts.
