Now, what does all this add up to? In some way, consciences in high places have become encrusted. Reactions to sharp practice, downright dishonesty and even treason have been dulled. Our top law-enforcement officers have -adopted a strategy of defensein-depth, apparently calculated to defeat every effort to bring corruption and disloyalty into the open and * to administer punishment. The President of the United States affirms his conviction that all who serve him—all who share his confidence—are honorable men. The first principle seems to be to stand by one’s cronies; to shield the chiseler, the sharp operator and the fool; to sneer or crack wise at suggestions that common decency should be a guide in the conduct of a public official.
Speaker Rayburn says he thinks we’ve been getting along pretty well. I think we’ve been getting along pretty rotten, if you ask me. And we won’t get along any better until there is a public demand for honesty and simple ethics which gets through to those who persist in regarding the White House as a ward-heelers club houac.
