If aft the people over sixty-five in Rappahannock County gathered in one place, and those receiving Social Security payments were asked to stand, three .times as many would rise as would if the same question were asked for Old Age Assistance recipients This is true throughout Virginia according to Mrs. M. Elizabeth Buntin, Superintendent of the Rappahannock County Department of Public Welfare.
Social Security benefits, she said, are paid from payroll deductions, while Old Age Assistance is paid from local, State and Federal appropriations.
This wouldn’t happen in any other Southern state except Florida. Irt some Southern states, there are almost five times as many Old Age Assistance cases as there are people with Social Security retirement benefits, the Superintendent said.
In the past two years, more and more old people have been a^Ie to betire on Social Security benefits, because of extended coverage in recent amendments to the Federal Law, the Suprintendent pointed out. This is one factor in the decline in the number of old people receiving Old Ag^ Assistance in Virginia. In the past two years, the number throughout the state has dropped eleven per cent. In Rappahannock County, Mrs. Buntin said, there were 64 Old Age Assistance cases in December 1951, and 48 in June 1953.
These figures, found in a recent report from the Department of Health, Education and Welfare, show that almost one out of every four persons over sixty-five in Virginia receive Social Security benefits, while one out of thirteen depend on Old Age Assistance. In the nation as a whole, the ratio is about two Old Age Assistance cases for three Social Security recipients.
