In some cases many thousands of dollars cash is required to secure the franchise. Richard C. Bricker, director of the paint law and laboratory of the department's division of technical services, today issued a statement concerning paint franchises. He said, “These operators never approach established paint dealers who know the Virginia paint law. Our experiences in some of these cases show that the paint may be good, but the label and advertising material bear misleading claims and outlandish guarantees. The paint may be satisfactory for certain uses, but it is sold to the dealer at a wholesale price much higher than the retail price of comparable or better paints." There are instances where the manufacturer has not registered nor labeled his paint! under the Virginia Paint Law.1 Some manufacturers have not helped the dealer as stated In their agreement.
Bricker warns any person approached by a paint manufacturer to demand proof of Virginia registration before signing a contract. If there is any doubt, he requests that the agriculture department's paint section be contacted.
