One group includes those over 65 who have not applied for social security retirement benefits because their eari)4ngs are too high to permit cash payments. These people will have Medicare protection by applying for it. •The second group we are try ing to reach may have had little or no work under social security/ Mrs. Daly explained “If they are 65 or over, they can get the health protection by enrolling for it.
