An amendment requiring > Senators and Representatives to go on record when they vote themselves a pay Increase was Introduced Thurs day, by Senator Harry F. Byrd J(D. Va.) It was co-sponsored by Senator Frank Lausche, (D. Ohio). The amendment makes a re corded roll call vote for such pay raises mandatory, and requires that the Increase be considered as a separate piece of legislation. Under present procedures it . is possible for Congressmen to include a pay increase tor themselves as part of a larger piece of legislation. Their vote on their own pay raise thus cannot be distinguished from their vote on the other provi sions of the bill. This is what happened in 1964 when Congress awarded itself a $7,500 increase as one part 1 of the Government Employees Salary Reform Act. In 1955, a $10,000 increase for Congressmen was sandwiched into an omlnbus bill raising^ the salaries of judges and U* S. attorneys.
