Irwin,Testifies At
Governor’s Council
Phil Irwin, President of the Rappahannock League for Environmental Protection, testified before the Governor’s Council on environment at the Northern Virginia Community College in Annandale last Monday evening. He urged that Governor Holton review the utility and facility act and operation of the State Corporation Commission as a vital step toward preservation of Virginia’s environment.
The effort by RLEP and individual citizens and land owners in Rappahannock to stop the highvoltage transmission line proposed by Potomac Edison was explained to the council. Mr. Irwin also stated that the people of Virginia are still being denied their right to due process of law as guaranteed by the U. S. Constitution and the Code of Virginia since a power company, such as Potomac Edison, gets rubberstamp approval to destroy natural beauty without proving public necessity to all the people it would harm.
In Mr. Irwin’s concluding statement, he said, “If the Governor’s Council on environment is to be at all effective in preserving our environment, it will look first to legislative and executive action to prevent new destruction before efforts are made to clean up the old.”
