The problem of redistricting continues to be the primary matter of concern of the members
the General Assembly. Committees from both the House and Senate have been meeting frequently in an attempt to resolve this question in the most equitable manner and still meet the mandate of the “one man-one vote” rule established by the Supreme Court of the United States. A committee in the House of Delegates has recommended that Fauquier and Warren be transferred into a new district with Clarke, Frederick, and the City of Winchester and that two delegates be elected from this district at large. Rappahannock County will be transferred into another new district which will also include Orange, Madison, and Culpeper Counties.
A public hearing was held on a bill to authorize the governing bodies of the localities to tax on the basis of use rather than fair market value lands devoted to agriculture, horticulture, forest, and open space. This bill gives each local governing body the option of selecting this method of taxation and I am in favor of this. The House passed a bill which authorized the local governing
