Mrs. Frances Horner of Fairfax has been promoted to management assistant with the engineering department of the Chesapeake & Potomac Telephone Co. of Arlington. She has worked with the utility company as a secretary since high school and has temporarily filled in for management during that time. Mrs. Horner is the daughter of Mr. and Mrs. E. M. Tharp of Castleton and is the wife of Lawrence Horner. She is a 1967 graduate of Rappahannock County High School.
