The subdivision ordinance should provide that streets, curb and guttering, sidewalks, playgrounds, parks, and all underground utilities, should be borne 100 percent by the developers and a building permit fee should be based upon the cost of the construction of any new schools for any subdivision and charged accordingly or the developers be made to build the schools and then in turn “title over to the County,” which could be maintained from the tax revenue from the new properties.
